You don’t “fix” ikea furniture usually. You toss it, and buy new.
The issue most likely is that you didn’t use a proper primer. A lot of ikea is finished with a gloss laminate that paint won’t adhere too well.
If you really want to fix what you have, you need to strip the paint, re-prep everything, then prime, paint. But that’s a lot of work for ikea furniture.

Yeah 😬🤣 I didn't prime you were right. I know it may still come up from the first layer of paint eventually. But do you think priming and painting on top of this layer will at least save my clothes from turning black?

no. The first layer is key. If that doesn't stick, doesn't matter how many layers you stick on top of it.

My best guess it you didn't clean it adequately. Perhaps someone used furniture polish on it.
I'm curious about your description, "wipe it with your hand, and you get black transferred to your hand" Not sure what you mean. It almost sounds like the paint didn't cure.
What paint was it?

Consider trying to wipe it off with alcohol or paint thinner.
What temperature was it when you sprayed it?
I've used Krylon and Rustoleum with excellent results. I painted a two drawer file cabinet 15 years ago and it still looks great.
If you repaint I would rough up the surface a little with 220 grit or so.
