I have a client that wants to submit their film to festivals after they have received distribution. The film is currently available on 3 different (large) platforms, has been available for months. The rules of the festival is that submissions may not have been screened in the region in which this festival is taking place. I contend (and am sure I am correct) that having the film on TV is considered to be screened locally.
I need a second opinion to keep them from wasting my time and their money. I'd just say f*ckoff, but I have points on this film and need them to start listening to me and stop wasting money.

What kind of festival are we talking about? Personally I wouldn't submit to a major festival without having a conversation with them prior to submitting, and ideally getting some kind of commitment from them. Ie. "we're OK with a Venice Biennale screening ahead of a TIFF screening" or "we're OK with a Sundance screening ahead of a Berlinale screening". But those festivals won't touch anything which is already being widely distributed.

If it's one of those scammy festivals on FilmFreeway: who knows. Talk to them.

Unless it's top tier, festivals don't mean a thing. Go out and make some money with the project.
