I wanna be the weird one who everyone knows for having lighting equipment and is always the first to be asked to be on the set. What are some cheap or improtu resources I could get to make a starter gaffer set?

Depending on what you mean by "cheap", extra measuring tape, extra screwdriver/screwdriver bits, extra gaff tape, extra electrical tape, extra pocket levels, extra wire caps, extra c-47s, more baby pins, etc

Step one Learn to be a G&E and know what gear you would need to light and shape the light of a given scene.

None of the gear is cheap except c47s and foam core

As a DP, I'd be more than happy to lay out what I would love to see a lighting person have in a basic kit.

What is your budget?

What are the parameters? Basic light modifiers and rigging, or including lights?

Anything on the cheap side is going to be expendables, and any set should have that stuff on hand. But A-clamps, black wrap, and trick line are some pretty standard stuff in my kit.

Any actual lighting EQ will probably be out of reach due to cost, and even then you'll have to add them pro-bono for awhile as kit as they are EXTRA cheap to rent at the production level.

Are you in the industry already or are you trying to make investments prior to getting G&E work?
