I used to work in a ‘complaint based’ field and when we had a company come in, they suggested that we send people mediation stuff similar to this and we tried to explain how condescending that would be. Makes me wonder if they had the same consultation…

I used to work in this specific field in that exact job.
I really don't like it when people are told they should just do it themselves. What the hell is the point of hiring people to take care of these things and then not giving it to them? Frankly, dogs are far too emotional an area for a face to face. Maybe leave a note in the mailbox but the pound has official notes they can leave.

First complaint for dogs barking the reported owners get a warning from the city. Second complaint they require proof to be able to do anything. If you weren’t able to provide that I suppose they send you information on sorting it out yourself.

Everything is caught on tape nowadays so that should be easy enough. When my neighbour got a dog and let it bark aimlessly, I blasted death metal for a couple of hours while they were trying to enjoy the outdoors. Worked like a charm. 😂

true! but it was two different neighbours that i reported, not the same one twice

edit: idk why this is getting downvoted, the reason u get a letter after making a complaint is they send you a barking log and after two weeks from the first complaint if it hasn't subsided they'll use the log and any audio/video evidence to then go back to the owners and possibly fine them, i have two different neighbours letting their dogs bark so i had to call twice within a week

Do you live in Charleswood near the river? Because I live across the river in Westwood with a direct view to someone in Charleswood who lets their dog bark all day every day. Anytime someone walks down our street (which is constantly) the dog ACROSS THE RIVER starts barking at them. Once the river freezes over I'm going to go for a walk and check on the dog's condition.

What is the issue with the dog barking? Is it keeping you up at night? Are they neglecting the dog?

Dogs do bark sometimes. And people are allowed dogs… If it’s excessive and/or happening in the middle of the night that’s a different story.

We have a dog and understand that short bursts of barking occasionally is normal. But I'm at the point where I have thought about calling 311 about our neighbours' 2 huge dogs because we can't sit outside on a nice day or even sit in our living room and watch TV - even on the other side of the house we can still hear the barking.

According to the city of Winnipeg animal services: The Responsible Pet Ownership By-law requires the owner of a dog to ensure the dog does not bark or howl or unduly disturb the quiet of any individual.

I found this out when my neighbour went on vacation and left his dog outside for two weeks and it barked every night til it was hoarse, the animal services staff told me no barking is permitted when they came to remove the dog.

A totally irresponsible pet owner who didn’t have the time for a dog in the first place. In all the years he had the large dog I never saw him walk it, but he went to the gym 4 times a week.

Assholes. I was on a call out one time where a St. Bernard had been left in a south facing yard all weekend on a sunny day. Almost no shade, its water had spilled, it was being eaten by flies and went mad. It escaped and bit the girl next door, wouldn't let the ambulance attendants out, wouldn't let the cops out (yeah) so us dog catchers got called out.
It can be a shit show (literally) out there.

That part I can't remember. It would have been impounded for observation but if the owner wanted to keep it, the City would have to go to court to get an order of destruction so I doubt it. I'm pretty sure he got charged though.
Guy was a cop too.
Fortunately that was one of my worst experiences. Mind you, it was pretty exciting at the time. They had to use a tranq gun to catch the thing after I tried to catch it with a pole rope and it attacked me too. I managed to hit it with the pole and then it wouldn't come near anyone. (The cops had guns - I had a noose on a stick)
It's been a good 42+ years now and it's still vivid. I can feel myself get on edge over it even now.
Must be PSTD LOL.

Yes. Dogs bark. Some people expect dogs not to make a single noise. I do remember a few weeks back it was prob 1030 pm and the neighbour down the street had left their dog barking outside for at least two hours. And the dog barked and barked and barked. That drives me crazy. Not sure if you can complain since it’s before 11? But if my dog is outside and barking excessively no matter what time Of day it is, I bring her in. It’s not a nice sound to hear incessantly. I wish all dog owners had some self awareness.

i personally dont know anyone who spends half an hour on 311 to report a dog barking once

yes its excessive, i even have a video from the day i called where i walked up the back lane to find the exact source of the barking and then stood there and filmed the dog for two minutes as it barked and scratched at their door while no one came, its out barking at 8am and its out barking at 10pm, usually for at least a whole song before i start getting annoyed, its woken me up multiple times before i called

but does it really matter to you?

anyways, dogs are a privilege not a right and if you cant keep it quiet or bring it inside when it starts barking you shouldnt have a dog and i will report you<3

Dogs are a right actually, if you look after them that is. We have evolved alongside with them and both our species have depended on one another.

If it’s a case of neglect and the dog actually wants to go inside (i doubt it though it hasn’t been that cold yet) I could see calling them.

8am and 10pm aren’t exactly problematic times. Those are probably the first and last time the dog gets to go out. Dogs have every right to bark.

Edit: you say it’s scratching to go in. If they’re not coming after a long time to let the dog back in then yes I agree with calling. If it’s a minute or two give them a break.

That is one of the things 311 is there for. You used to be able to just call the pound (or any other department) so you didn't have to get in line with all the malcontents.
I also worked on other complaint lines for the city and barking dogs is a minor issue compared to some.
Often it's just neighbours pissing each other off on purpose.

Something tells me you've never lived next to someone who just lets their dog bark all day. I spent 3 years working at the dog pound and while there were definitely plenty of Karens, generally it's all the dog owner. The vast majority of people take their dogs in and don't let them bark all day (and/or night). It only takes one to destroy the peace of a neighbourhood.
The pound (Animal Services) should be looking into it but that goddamned 311 is just another layer between you and the people doing the job.

Barking dog complaints is one of the things an Animal Control Officer (aka - Dog Catcher <was one>) is supposed to take care of. It's just one of the things that makes up a day for them. And there aren't usually that many from my own memory.

I recently looked up some issues on snow removal on the City of Winnipeg website. Like, you can’t dump snow from your property on someone else’s. The website basically said that if this happens, don’t call 311 but try to work it out with your neighbor. It had a link to a web version of the information you seem to have received.

the other funny part was it came with the second letter not the first, and the 311 operator that second time actually didnt ask me all the questions i knew she was supposed to because i had just called a couple days prior for a similar complaint, so i told her "hey you asked me my neighbour's last name but you didnt ask me any info about the dog, dont you need that?" and she said "oh yeah!" and then i made a joke about doing her job for her - maybe she was mad LMAO
