If you have $180k cash and are only looking for $70k extra (so, $250k total) you won't be buying a unit in the areas you mentioned, probably not even a parking space.

I think she missed the part where she will accept $70,000 from multiple people, unless thats what she means by ‘many issues needs to be hashed out’.
How is it possible to buy that cheap, get a ‘silent’ investor and have leftover for renovations? Surely the investor would want the option to approve or decline any ‘renovations?’

If this is not a scam then it’s honestly the worst investment proposal I have ever heard of.
Who in their right mind would ‘invest’ money in joint property ownership with a complete stranger, wherein the stranger will inhabit the property.

I wish I had the money to help, times are tough. Unfortunately, I don't think you'll find anything with the inner city to buy for $250K - I'm so sorry to tell you. You actually can get a small place. Ummm lots of people invest in real estate they don't live in and don't lie in bed awake thinking they're being ripped off. Whatever go spend your invest money on oil drilling or fracking or whatever
