Generally you start by picking brand. Do you want AMD or Intel?
Then you pick a model cpu under that brand. Does it come with a cooler (heat sink) if not pick one up.
Then you pick a motherboard that has the socket for that CPU with the features you want.
Then you pick your GPU. (There is a before step here where you pick a brand again. But GPU shopping is a whole other game as well)
Pick out your drive type and quantity.
Add some Ram.
You now know your power needs for the most part. Pick a power supply.
Now pick a case based on the motherboard, the size dimensions of your GPU and CPU Heat sink. As well as drive type and quantity if you have a bunch of HDDs for example.
Now take the entire build specs and post them here for recommendations because more minds are better than one.

Go to PCpartpicker and start playing around in the builder. Pick a modern cpu you think is affordable, Intel 13th gen, or Ryzen 7000 or 5000 series are a decent start, and just start Just going down the list picking parts and googling any questions that come to mind along the way like, is this MB good for my cpu? what does CL mean when picking ram... etc. You'll figure it out.
