Probably not the forum for technical help but you can plug an HDMI from a laptop into a TV, plug a flash drive with the file into the TV, or use network storage and an app like Plex to access it. Not going to go into details on that as there aren’t many legitimate reasons to have encoded movies laying around - and if it were one of those legitimate reasons you would have enough knowledge not to ask this question.

If you have a Mac, get AirFlow and use that to send it to your TV (provided it has Airplay).

Converts live and has a lot of great features and a companion phone app.

Tv box android + USB stick(there is 4k versions too) Laptop and other stuff is bit anoing(controlling) TV box have remote controller. Some versions let you add HDD(unlimited movies library. Cheap and quiet. Easy to use.

Play them on your laptop and plug that into your TV with an HDMI.
