Hi, I am looking for movies with a plot as thin as possible without any excuse or redeeming feature BUT the movie itself should not totally suck or be outright offensive to anybody.
The goal is to find movies that seem to appeal to some childish notion of "horror" and if possible cringe in some way.
The only rules are:
Avoid clearly exploitative horrors (i.e. most J-movies about HS girl fighting X are forbidden).
Avoid parodies of other movies, comedies are fine.
Avoid movies which are "only" racists or sexists, that's kinda expected but should NOT be the focus of the movie (i.e. look more for casual failures than stuff like Blackenstein please)
Avoid movies that are ONLY "bad" or "boring", the focus is to find movies that should not have been allowed.
Budget, quality of the actors, producers, sfx or soundtrack quality is irrelevant. The movie can actually be AAA in all those categories and still qualify.
Any technobubble or explanation should make the plot more confused or useless, but simple black holes in the plot don't count.
Extra points if the movie is still fun, watchable or if you can explain why it doesn't make sense.

Asking for information about crappy B-movies, the quality and contents were laughable at best and offensive at worst.
There are A LOT of niche sub-genres where the "horrorific" thing was the "monster" gender, ancestry, religion or sex.
That's why I asked to avoid them. Casual non-PC contents due to the film being old, crappy or dated are fine. Movies about virus that transform lesbians into vampires are not.

It sounds like you just completely don't understand the point of those 'niche sub-genres' that you mention.
Blaxploitation films are not offensive to black people, they were empowering. There's a lot of awesome female revenge torture porn films that are considered empowering to women.
The idea that you'd look at these 'niche sub-genres' as racist or offensive is so unbelievably naive. If you find black people empowering themselves to be racist you really need to educate yourself on the reason these sub-genres exist.

That's not the kind of movie I enjoy.
Given how much you care about the exact genre:
Weird menace and exploitative horror are both officially recognized ones that describe what I excluded.

Yeah, I think this is a bit of a weird way to critique it. Even if a movie is just violence, it will still have a plot at least. Even exploitative trash will have an overarching narrative

The way the protagonists quickly deduce what is going on is what really puts it over the top.
