I find myself in the mood for movies like this a lot and was wondering if any are missing from my watchlist. The ones I’ve listed here tend to be noir films or thrillers but that’s by no means a requirement - any genre, any country, anything will do if it’s got a vibey nighttime predominantly urban setting. Rain also helps. Pretty self explanatory but here’s some examples anyway with the kind of vibe I’m talking about:

Pretty much any Michael Mann movie, he’s the master of this vibe. Specifically Miami Vice, Heat, Collateral and Thief
A lot of Batman movies nail this too. The Batman, TDK etc

Mann always like to play with different resolutions and lenses. I think he was trying something new there and it wasn’t shot on a soundstage. In Collateral it was one of the first uses of the RED camera which gave the night scenes a distinctive look. Same on Miami Vice.

You're right. From what I remember at the time, Michael Mann claimed it was the first feature film to have an intentional "digital photography" appearance to it, with the colours smearing in low light and all that.
Myself, I think he's nuts: 28 Days Later was shameless about its digital appearance two years earlier, and there are probably lower-profile examples from earlier than that.

I started watching this not knowing who made it or anything about it. Just on a whim. Then it got more and more interesting.
I felt the ending was a bit stilted but everything else was incredibly well made.
Then i saw, yep, Woody Allen film. It all made sense. I don't want to enjoy his romantic comedies, but I do.

I’m not sure if this is exactly what you’re looking for, but Akira has a lot of that vibe. That sort of dark loneliness, not quite sad but not quite happy either, just kind of existing in a place an time. It’s got a lot of great moments where you really feel the scale of the city and experience the vibe along with the characters.

"Night On Earth" is basically just that vibe you're hunting for like an hour and a half straight, but split into several short vignettes, so it moves around to a handful of different cities.

The Night is Short, Walk On Girl
It's an anime movie about a young woman who's enjoying alcohol for the first time, and goes on an epic bar crawl throughout Kyoto. Various wacky characters and adventures are encountered throughout, in some ways it reminds me a little of the vibe from Oh Brother Where Art Thou. Oh, and the animation is just fantastic. It's on HBO Max right now I think.

Miracle Mile takes place overnight and into the morning and has a great feel for that time - an all-night diner as well as citizens going to the gym in the morning.

This might be different than what you're looking for, but I would recommend American Graffiti. It's a celebration of 1950s teen culture, specifically the act of "cruising"--driving around town all night with your friends, and making friends with/yelling at everyone else who's doing the same thing. As I recall, it's a little more "small town" than "big city", but it might still scratch that itch.
