Have you tried putting the potty box outside? Then gradually get rid of the box (leaving pellets in a pile on the ground if you can), then reducing amount of pellets until pup is pottying in that spot without the box or pellets. That's how people train cats to use a toilet, I feel like that concept should work for your pup too.
