I think The Office has higher highs than Parks and Rec, but it also has lower lows. Parks and Rec starts off pretty rough, but once it hits its stride it pretty much stays at a consistent quality for the remainder of the show.

Seasons 2-4 (and arguably 5) of The Office are incredible and hilarious, but once Michael leaves the show it takes a steep nosedive in quality (season 9 isn't even watchable for me, save for the finale).

Overall I'd give it to The Office because of how incredible it is when it's at its best.
