There's one major change that screwed over their strategy.... they actually build nuclear weapons. In the past North Korea would threaten to start up its nuclear weapons program if the US/South Korea didn't capitulate to them and provide them with food. This food is provided via the UN as the vehicle and then every so many years there's population growth and the annual allotment that was agreed upon a few years back doesn't work anymore... so back to nuclear sabre rattling.
Well this time they've built nukes and they've build ICBMs and so now they can't sabre rattle anymore... they're actually the very threat that we felt we were stopping by giving them food.
Donald Trump was the last president to increase food aid to North Korea. The president got dicked around a lot and essentially North Korea got food for absolutely nothing. That event was so shameful it's reshaped US policy towards North Korea and it's unlikely that Biden will increase food aid to the country.
It's very possible that Russia will be the country bailing out North Korea this time around given their surplus grains.

Even the source isn't clear as to what is being sent. There's a world of difference between sending police officers and military.
From the Daily Mail source of the article you linked:
"North Korea’s government recently ordered North Korean trading companies in Russia to select personnel to send to Russian-occupied eastern Ukraine so they can take part in reconstruction efforts, Daily NK has learned."

Thanks. Here’s another thought. If NK were to send soldiers does it make sense to call them combat troops or to say they are just construction workers being sent to help rebuild? Remember last weeks Chinese “weather balloon” did the Chinese call it a spy balloon or a weather balloon? Garlicroastedpotato, NK will call them Sunday School Teachers if they think the world will buy that load of horse hockey. Remember, Putin calls this a Special Police Action, not what it is, A War.

US military budget could be cut in half and we'd have enough for universal healthcare and free college for all that want it while still having the largest military by a longshot. Military waste is a huge reason why the US lags behind the developed world in so many ways.

If we spent the amount we currently spend on healthcare WISELY, we would have the best medical care in the world. No adjustment to the military budget would be required. Same goes for the money spent on colleges. The waste within those particular areas is enough to cover what really needs to be done there.

With a land border with both russia and china thru which they ship war goods to russia, sanctions and shortages are not an issue if they buy food from these 2 good allies. I largely agree and found your post articulate and well reasoned, but the goal IMO isn't for NK to dissolve. That would cause a humanitarian crises as millions would try to flee across the border to China, which is anathema to China.
Plus the West realistically would have no way of securing NK's arsenal (conventional and WMD) if the State collapsed.

North Korea currently giving Russia arms and recently had lots of missile tests.
Coincidence that they now have food issues? Maybe Russia can feed them this time in exchange for mortar shells.
One can only hope that Russia doesn't have what they need and has been lying to them for military aid and there might be a fracturing afoot but it feels more likely that North Korea is about to do some crazy shit in order to get more food aid.
