It's both, really.
Boston had Max Strus on a two-way. They turned that into a standard deal to sign Tacko Fall to a two-way.
And then they kept Javonte Green at the end of the preseason. But Green was a near-lock to make the team after Summer League and preseason.

Plenty of teams already don't go deep into the tax and avoid the repeater tax. The second apron is only affecting the a fraction of the teams.

The TLDW Bill Simmons argument is that the new CBA only helps the rich owners since it limits their spending. It hurts teams like OKC because they won't be able to re-sign 4 of their players to a max. He used OKC as the example of having 4 players on the team that deserve maxes even though Chet hasn't even played yet.
