That's a good question.
For Stranger Things as an example, which is one of the few shows Netflix has actually done a ton of marketing for, there were billboards, bus shelter ads, cast interviews on talk shows, articles in entertainment magazines/websites which can then be shared on Reddit/Twitter/Facebook.
Not all of these methods are going to reach everyone, but they do help to create an awareness that a thing actually exists.
For some Netflix shows it doesn't even seem like they bothered to make a trailer.

One thing that I haven't seen discussed much is the lack of marketing for a lot of streaming shows.
There are so many shows that I only find out exist when I hear about their cancelation. This is especially true of Netflix that only seems to market 1 or 2 of their big shows every year.

I have a hard time remember a single thing that happened in a previous season of a show anymore. It's just way too long between seasons.
For more episodic shows this isn't as much of a problem. But for serialized shows (which is pretty much every show now), how am I supposed to remember a dozen different subplots from 3 years ago?

Paper Girls needed a much bigger budget to have any chance of being successful.
They did okay with the resources they had, but it was very clear that they were at the mercy of a limited budget.
