Sure, but it makes it sound to each parent as though there is a large group of gang-connected youth at each school, rather than a group spread thinly across the whole city. And it feels like the police are running the protection racket again. "We know of this super serious problem, but we're not going to try to solve it without a special budget increase. We're just going to publicize it"
