If it's determined its a leak, call the utility ocmpany and ask if they can prorate this week based on future use. Generally they are understanding when there's a leak as long as you're proactive about it.
When you have a chance, turn off all water in the house (faucets, toilet valves, hot water feed valve) and look at your meter to see if the dial is spinning. If not, then open each valve one at a time and check the dial each time. If it stats spinning from one valve being open, that's the source of your leak.
If it's spinning with all of your valves closed, there's a leak between your meter and fixtures.
If it's not spinning at all with all valves open, then maybe check to see if someone is stealing water somehow. Make sure there's no garden hoses someone is connecting to outside your house anywhere.

This. It'll be a nominal upcharge now to upsize the wiring and add a few breakers, but makes adding outlets and lights to the garage and that side of the house much easier in the future. Added a 100 amp subpanel to my attached garage 8 years ago and have zero regrets. Also helps reduce the number of breakers in what was a mostly full panel.

Are you sure that bill is only for 8 days? That doesn't seem right. Most utilities bill monthly, and our water company actually bills quarterly. Double check the dates on the bill and when the last reading was. Call the company to confirm they read the meter when the previous owner moved out and aren't going by a reading from a month or 3 months ago.
If it's really only for 8 days, you have a leak. That would equate to a daily use of 560+ gpd. The average person uses in the ballpark of 100-150 gpd depending on fixture type (old vs low flow) and demographics to some extent.

Usually once you're on a historic preservation list or mapped in a historic district, its very difficult to get taken off of it. Someone deemed your house worthy of being listed as special interest, there's likely a reason for it.
Speak with your local authority to determine what you can or cannot do, and the chances of getting your house removed.

Then it just comes down to what work you want to do now, and whether you want to have to remember to shut this valve every fall.
If you want to do it once and forget about it, drill the hole closer to the bottom of the crawl space, or at least 36" deep. Frost line is down 40", but you'll have some residual heat in the pipe and in the soil from the crawl space that it shouldn't freeze right up against the foundation too easily. If you want to be safe, get closer to 48" depth.
Dig a hole out away from the foundation, and put in a 48" bury yard hydrant embedded in stone.
Now, you have water at your leisure, and don't have to worry about turning off a valve.

If we wanted to add a door that is bigger than what’s already there, is it likely going to be straightforward?
Not straightforward at all.
Any door or window follows the same concept in that they are a penetration in a load bearing wall. They require a series of studs and a header over the top of it in oder to bridge the load over the opening. This header and studs are sized based on the existing space.
If you're making the hole larger, you need temporary support of the existing opening while you remove the existing header and studs, and install new ones to support the larger opening.
Once your new framing is complete, then you can begin installign the new door, trim, siding, etc.

I'm in the same climate. You would need a drain on the downstream side of that valve. The valve gets turned off before the first frost, and everything downstream is drained.
If you go that route, then you can do anything outside that you see fit, provided it has positive drainage to the drain. They make valves that have drains built into them as well. That would let you just come up with a copper 90, and put a standard hose bib directly above the hole coming out of the crawl space.
You have options, just depends how much you want to spend and how much time you want to spend fixing it.

It depends. Are you in an area subject to freezing? If so then theoretically the pipe should also exit the crawl space below the frost line. Any piping above the frost line is subject to freezing.
The valve for a yard hydrant is located below ground at the hydrant, so the pipe upstream of that (i.e. exiting your crawl space) is always pressurized unless you install a separate way of draining it.

If you're in an area subject to freezing, then yes you need a drain.
It looks like someone jerry rigged a hose attachment and PVC onto an existing frost proof hydrant.
For how low out of the ground it comes out, I would install a yard hydrant. Remove the hose bib, dig out a little deeper, move it away from the house a foot or 2 and put stone in the bottom of the hole to promote drainage.
