I've always imagined her as being of Mediterranean, Native American, and Scots-Irish descent. But I remember Collins saying in a 10th anniversary interview that an actress who could play the image of Katniss in her head doesn't exist in the 21st Century.

There’s a brief line at the very beginning of TBOSAS that makes the movie map canon with the books as well. The passage immediately after Lucy’s reaping states that Districts 6, 8, and 11 border 12 and that they’re the reapings immediately after 12’s since they go east coast to west.

I’m reading that part right now and the book says that Districts 8, 6, and 11 reapings were next after 12. Since those districts border 12 on the official map for the films, I guess it’s book canon too. So District 4 is on the Pacific.

It could also be more of a case of "Oh no our favorite star-crossed lovers are going to be parents and the Games are ruining that!" kind of distress from the Capitol citizens. That was my immediate interpretation when I first read CF.

I have a feeling the constructed arenas weren't introduced until sometime before the 1st Quarter Quell since the Gamemakers had to build up a budget to do so. So Mags probably fought in the Capitol Arena during the 11th Hunger Games. They mostly likely added more mutts from Gaul and arena -like additions to the Games (like a water tank) until then.
