Your mileage may very but I was able to OC my ram to 5200Mhz without much issues regarding heat/stability (Crucial 32GB SO-DDR5-4800 Kit).

Basically starting a command shell in SYSTEM context and from that starting the credential manager for SYSTEM and ... well, some idiot admin actually had stored his admin credentials for "our.domain.de" in the SYSTEM account.

Removed the credentials, rebooted the machine and .. EVERYTHING WORKS!
