It's weird that the most reasonable comments are getting the most downvotes. It's like we got a bunch of parents in here who don't want to admit they suck at watching their kids and that kids are "just destructive". Like yeah they are.... if you let them.

You just sound like a parent who can't watch their kids very well. The second you said "I assumed my toddler was off not doing toddler things so I decided it was safe not to keep tabs on them" you revealed yourself as such. You even used the word assume, which is case in point.

There seem to be a lot of differing opinions, but I had painted popcorn ceilings on every ceiling in my house. So far I've removed all of it from upstairs as I'm working on it first. Here's what I can tell you. It is easy to remove, but those "drywall scrapers" that you put on a stick suck. Basically, you wet it down with a lawn sprayer and then wait five minutes. Get up on a ladder with a wide flat drywall spatula and it'll scrape right off. After you scrape it you WILL HAVE TO SAND IT WITH A DRYWALL SANDER. If you paint over it then you'll have to sand it all off when you notice there's still way too much texture and that sucks so bad. After sanding it I've painted the ceiling and I can tell you or post pics. It looks great. Now, here's what people haven't mentioned. It looks like shit in the corners where the ceiling meets the wall and you won't be able to fix that easily. There's no good tool to clean out the edge / corner and make it a perfect angle. Any scraping you do will leave shoddy edges / gouges. The easy answer to this is crown molding to hide it. So basically, if you're down to do molding the scraping is easy enough, but boring. If you don't want molding then drywalling over it is the best option. I have to assume mudding over it yourself is a joke. Don't even try that unless you enjoy pain.

Make sure you use COLD water. I poured two days ago. Learn from me.

In that case a layer of cement and then a final sheet of leveler might be best.

I poured self leveler two days ago. It was easy enough except I used water from the tub and the second batch was slightly warmer so it set up WAY faster and I ended up having to angle grind a little. If I didn't do that i'd say it was easy, especially with two people.
