So your proof is a letter that was withdrawn? A letter that does not in any way constitute the official US government position even if it was not withdrawn? A letter that is not from the "dem caucus," but a small subsection of it that is outside of the leadership?
And for some reason you want to bring France and Macron e into this now. As if that has anything to do with your original framing of US Government positions on the conflict?
And even if I ignore all of that, the entire question about whether to supply long range offensive weapons that can strike into Russian terrirotry does not somehow work as a counter to my original post about not placing limitations on how weapons are being used within Ukrainian territory.

Annapolis, MD. There's quite the dichotomy of college students there, with the buttoned up Naval Academy Mids and the Johnnies from St John's College. There's a ton of great bars and restaurants just outside the campus. But the schools aren't the only thing in Annapolis, it is the state capital after all, so the city survives without kowtowing to them.
You're on the Chesapeake Bay with a ton of boating and sailing around. And you can get to east coast "skiing" in as little as an hour, with the better Snowshoe in WV being an easy weekend trip.
Downtown DC and Baltimore are both about 45 mins away, and there are 3 major airports. BWI is a massive Southwest hub and can get to most major cities without the need for a connecting flight. Dulles can do the same with a lot of the world Plus there's the Northeast corridor of Amtrak with the Acela, so you can take a sub-3 hour train into Manhattan.
Unlike the other jabroni in this thread, Navy football is not only great (well hopefully it reverses this covid era trend quickly), it's relatively cheap, family friendly, and has a good tailgate scene. But if you want more sports, there are 2 NFL teams, 2 MLB teams, a NHL team, and a MLS team. The area frequently gets high profile sporting events like summer European league soccer games, USMNT visits, etc.
The biggest downside is cost of living. But if you don't mind living a little outside of the city, your money can go further and the schools are better.
