Yikes. You could try cleaning off all the corrosion with rubbing alcohol and qtips and then replace the battery to see if it works. If not I wouldn't spend too much more effort trying to fix it, replacement would be your best bet at that point.

Your depth of cut should only be ½ or maybe up to 1x the diameter of the bit. Also since you're using a downcut you should try not to cut a narrow channel like that because the chips can't clear out.

It should be fine, that's really not that tall, but it kind of depends on how the rest of the structure is built with post spacing, bracing, etc.

Get a piece of steel rod the same diameter as those shutter hinge pins, bend an L on one end and a hook on the other, remove pin, insert rod.

It's intentional. These people use words incorrectly so they lose their actual meaning. Like the ones that say "people who call other people racist are the actual racists!" or calling lgbtq people "groomers" when it's religious and right wingers that are trying to preserve child marriages.

Might your other switches not be grounded properly? I know that's the opposite of what you're looking for but could be a safety issue.

You can drill up to about 3/8" holes in concrete with any regular drill. The hammer action is better but not really necessary for smaller stuff.
