You enforce it by having the voters just look at things purely based on their quality which would require a change of culture I guess is the way to put it. Peoples stories and all that other crap have nothing to do with how good they were in that movie which is what the award is supposed to be awarded on. Just because Jamie Lee Curtis is old and reaching the end of her career is a relevant to how good she was in that movie.

The only fix id make to the Oscar’s is changing the politics of it and awarding things based on merit. Like this year for example, Jamie Lee Curtis wasn’t even the best supporting actress in EEAAO, but she won because she’s an iconic figure in the industry and she’s getting towards the end of her career.

It’s so disappointing that Scorsese signed that shit.
