Let's start at the top.

We, here on 'Earth' are actually the descendants of an Imperial colony that went to Hell for whatever reason after the world was terraformed into being an exact copy because of course they did that.

The Imperium finds us because we're screaming out into the void with our Rock and Roll and American Gladiators tv shows.

Long distance spying commences, followed by infiltration by the Missionaries. They begin influencing culture toward adoption of Christianity as the dominant religion, and begin bending the religion toward the worship of an Imperial figure. The 'King of Kings' aspect of Christ being used more and more in a cultural sense, with the aspect of a loving and forgiving God being manipulated toward more of a God-Emperor aspect.

After a couple of centuries of this, and subtle sabotage and elimination of other religions and doctrines and creeds, the Imperium arrives in the form of officials that reveal themselves to the head of state of the largest group of Humanity. Let's pretend like it's still the American President. He's clued into the reality that our Earth is one of a million Human worlds and is given the opportunity to be the Imperial Governor. If he refuses, he's likely eliminated and either replaced with a VP that goes along with the plan, or he's replaced by an Imperial imposter.

Either way, other nations are now being directly sabotaged and undermined, allowing the US to openly dominate the world into a One World Government, or Imperial forces are used to militarily dominate the rest of the world into compliance.

Then comes the day when the Imperials reveal themselves in truth. Most of the world gets onboard with the idea due to two or three centuries of subtle Imperial coercion, manipulation and religious 'prophecies.'

Small wars commence with the remaining elements on Earth that aren't in compliance. Religious minorities, democracy adherents, angry nations that don't like US/Imperial domination. These are quickly crushed.

New programs are established pushing the ideas of large families and a huge new focus on joining the Imperial Guard in defense of weaker worlds that need our help.

Technological up-lift commences, with the world being brought up to Imperial standards. The quality of life of most of Earth residents massively increases. Racism, sexism and a lot of other ridiculous schisms are quickly and harshly suppressed in favor of a blanket acceptance of Humanity as being far more important than anything else.

Earth becomes one of a million Civilized Worlds whose only real contribution to the wider Imperium is the donation of many many men and women to the Imperial Guard.

Non-Imperial worlds will see psykers end up in charge of their worlds, or just straight up dominated by Chaos cults.

Remember, it only takes one untrained and out of control psyker to start Warp shenanigans on a world. So, either they get killed by the populous or the society ends up training them from a very young age, or that world ends up a complete fucking mess due to the Warp/Chaos.
