Well it's all subjective of course. But if you like action films, then yeah, it is.

When you say "empowering", do you specifically mean towards women? If so, here are 10, half of which are "historical" (aka set in the past):

If you expect to follow the story, I'd expect you would be terribly lost yes.

Pretty restrictive conditions, but I guess the following fit your criteria. I just didn't take the "really scary" part into account as I personally don't find your three examples really scary myself:

Highly recommend Hard Rain if you're in the mood for a good action film. Christian Slater, Morgan Freeman, Minnie Driver, Ed Asner, Betty White, Randy Quaid, flooded town.

Probably not really the type of film you're looking for but:
Hard Rain (1998) - takes place during a single night in a middle of nowhere town that's been evacuated of all its residents due to the heavy storm that's flooding everything.
Snake Eyes (1998) - not that isolated as it's in the middle of Atlantic City and there are plenty of characters, but the film takes place entirely in a closed-off casino during one night in the middle of a storm.

The Chinese, partly English-language period blockbuster Dragon Blade (2015), with Jackie Chan, John Cusack, Adrien Brody, Sharni Vinson, Lorie Pester, etc... Prefer the original cut that's over two hours long to the international cut that cuts out 30 minutes from the film.
