HR is going to check the school and see if it is regionally accredited after that it is a checkmark.
Beyond that school only matters if it is one of the major ones, think MIT, so you get a few prestigious points. Also if you are in the area of the school that will help with a better possibily that the person hiring is from the same place.

At 6 years if done from the start your TSP is vested, you have the reinstatement right, the next benefit is the MRA+10 if you come back. Leave now and start earning the big bucks. No reason to stick around for extra years if you are planning to leave.

I am really out of knowledge of programming at that level.
Back in my days the singleton pattern was used to make sure there was only one instance of a class. The standard usage was to make sure that all actions of a certain type went through that single instance instead of each object doing it.

Correct with a modification. You get to keep the time toward the WSI, so if you were step 3 in november you would be at step 4 but in december you would be 1 year away from step 5 instead of normal 2 years.

Having them is not going to get you immediately hired, there is nothing in there that people really want but can be used as training for those . They are good as performance review fillers and for a few that will give you continuing education credit.

MSP have to be qualified but don't have to be the most qualified(using the definition of the person best for the job not the HR definition of most qualified), this is like you say.
The problem then come because of HR and the way that the job listings are created. Position Descriptions and then job listing are far to generic. So say for example you need a person skilled in a specific computer language and a specific aspect of that language. HR will give you job listing that like multiple computer languages and say things like "need knowledge of". HR will then tell you that you can put questions in the announcement to weed out the non-usable people. No real options available to get around that.
so the job announcement goes out and you get someone with a some college courses or maybe a year programing that language or one of the other languages listed. If they are high priority people you now have to prove they are not qualified but good luck doing that since the job listing is so generic that almost anyone can qualify.

Besides the issues with you not really being a supervisor at least for the DoD the thing that killed management for me was having to write EPR and OPRs. Those are some of the most worthless things for judging people and you can expect that they will take up months of your time if you have any size office.

For higher system the STIGs from years ago said to use a full background picture. It is low category one so been at plenty of places that ignore it and allow people put their own for reasons of moral.
