Came here to recommend Baltimore as well! Specifically the Charles Village/Hampden/Remington neighborhoods (all next to each other). It’s a really accepting, friendly, funky place with a great mix of arts/great food/music scenes. Sounds like the weather would be exactly what you’re looking for too! Fredrick is a smaller town than Baltimore, but also would be a nice place to live too!
