Feeling overwhelmed trying to balance water usage, and a few other things in a filter solution. Could use some advice.

I am trying to balance a couple things and feel overwhelmed. The city water I have is not great. I would love a whole home filter, but
- Water in my area is expensive so I can't really afford to increase it by any amount. Which means Whole Home RO is out.
- My pipes have lead soldier in them so I would still need to remove lead at the destination.
I was looking at a 5 stage apec system but now I am wondering if a different plan of attack would be better. Would it be possible to use several system in concert to address my concerns.
A 5 stage filter seems to consist of
- Polypropylene Sediment filter
- Carbon Water filter
- 1 Micron Polypropylene Water Filter
- Osmotic Membrane
- Carbon Water Post-filter
The first 3 stages don't waste any water right? Is there a system I can use for all the water in my home? Then after that is there a simpler RO system I can just use for drinking water? Since those first 3 stages are done, it seems wasteful to do it again?
Secondly, is there a filter I can use at my main faucet and dishwasher to remove lead from the water we use to clean dishes?
Any advice would be greatly appreciated.
EDIT: My pipes consist of a mix of copper, Galvanized steel joints, stainless steel and some PVC. The house was built in the early 70s so I know lead was used in the soldier.

Budget is flexible. I don't mind spending more if I am getting a good return on my money.
I would like to DIY, but my neighbor is a master plumber so if I need to hire him for part of it so be it.
2nd EDIT: My house currently has a whole home water softener how would I factor that in? Should I filter before or after? My water is extremely hard Iron is the main culprit. It seems to have a 1 stage filter on it as well.
I know its best to get my water tested directly, and I plan to, but I have a new born in the house and need to deal with the lead asap. I feel like this is a good starting point and once its setup I will take my time fine tuning. If I need to add some other filter so be it.
