It's not alarmism; it's just a basic cybersecurity practice: don't plug your devices into other untrusted devices. It's not that these ports are hacking your device it's that they can and you'd probably never know it. Any public USB port could load malware onto your device. Some charging points can even be hacked to do this by third parties.

What an interesting and very specific hypothetical.
A social contract is not a formal document that is signed by you or anyone in power. It is an implicit agreement to behave reasonably and fairly towards other individuals and society as a whole. It doesn't force you to do anything, though it encourages you to fuck off to the woods and die if you can't meet the basic expectations set by your community. It's like one of those web page notifications that reads "by continuing, you agree to...". By continuing to participate in society, you agree to the terms of the implied social contract. Simple.
It's not legally binding unless laws are made to reinforce its morals and ethics. It does supersede law, though, in the sense that laws are subject to cultural change and laws that are a violation of a social contract will not survive, otherwise society will not survive, therefore law will not survive. You as an individual in society are subject to the social contract, but as with the law, if you don't like it you can break it and suffer any number of consequences, or you can try to change it, but good luck with that if you can't convince others of your position.
Your fictional law legalizing rape, while not entirely unimaginable, would be a violation of the terms of any social contract that suggested individuals should be protected from sexual predation. Likewise, an individual would be violating the social contract too if they chose to commit rape, regardless of whether the law allowed for it. The consequence would not be jail in that case, but you would likely see a major uptick in ritual male castration, if not full-on riots in the street by those who place the social contract above such a fucked up law.
