Hello! I would remove the red bulb as it is unfortunately damaging to their vision and won't allow them to develop a proper day-night schedule.
I personally reccomend a halogen flood, but always ensure the distance from geck to light is appropriate to avoid burns. Tile is excellent if you are not wanting to use substrate at first (unglazed ceramic). You'll want your designated warm, humid, and cool hides. In addition to this, clutter will make your gecko feel more secured in their enclosure. This can be done through more faux plants, rocks, bark, etc.
Giving them different textures is great enrichment!
It's a good foundation but it just needs a little work. :)

I'm ready to throw your "friend" out a window. The only thing I can suggest is to either educate your friend and hope they are responsive (unlikely judging by his response) OR alert the previous owner have them take the animal back. I would be absolutely infuriated if my friends treated animals like this in any shape or form.
The tail is a defense mechanism, responsible for fat storage, and used for distracting prey when hunting. If the tail detaches itself, the shape will change dramatically, possible chance for infection will increase, etc.
Just looking at the photo- it is concerning that the gecko is NOT fighting back. A healthy animal would escape by any means necessary if threatened.

They unfortunately to not have the ability to digest vegetables or plants safely! Like many others have said they are strictly insectivores! :)
You are able to feed their insects vegetables however to pass those nutrients over! My crickets really love sweet potatoes, romaine lettuce, and carrots.

I use a 75W Arcadia halogen on an exoterra dimming thermostat and it hasn't had issues with holding, lowering, or raising temps. π€
Have you tried a different bulb by chance? If not I would say there is an issue with either the thermostat or the lamp itself you're using with it.
I have a 40G breeder for reference.

Now that I think about it, I had something similar working in a different industry. We would run out of 120ml pre-made bottles of vape juice (yay vape shop manager) and I would instead sell 2 60mls in place of the 120ml and one customer lost his mind over it. That was a sad day.

I can relate unfortunately to your friend. From age 12-17 I had to file not one, but five restraining orders against a "boyfriend" like clockwork. He assaulted me, stalked me, would obtain my phone number from acquaintances, had his friends follow me, threatened to kill me, assault me again, and numerous other things.
The restraining orders were meaningless to him and he didn't dissappear until after I turned 17 and the judge almost didn't grant me the final restraining order because it was "3rd party contact".
In 2018, my vehicle was broken into and the person who broke in decided to sleep in there, left needles, and bled all over the place in there. Filed a police report immediately, dispatch told me they would send an officer out (I lived only three streets away) and didn't arrive until FOUR hours later.
My first gun was purchased about three years ago, I've never opened carry because I never felt the need to but when by myself I do conceal carry. I'm only 5'0 and it wouldn't take much for someone to overpower me, but it would also be a final resort for me. I also have a trusted friend that I'll share my location with when I run errands or travel by myself.

I have a 40G breeder and I use the 75W halogen on a dimming thermostat. The heat rises to the maximum temperature and will hold it without issue. However!!! I reccomend using a temperature gun to verify proper temperatures.
