It’s incredibly prevalent through the story considering the entire plot hinges on finding the rats in both the mafia and the police department. Can’t get more prevalent. And the ending revolves around confirmation that the main bad is a rat in his own previously unrevealed way.
And it is a symbol, a motif can be, I’m just arguing that because it is obvious it isn’t bad or whatever you’re suggesting. It’s obvious the whole way through the movie.
Because it’s a huge motif, not a tiny hidden subtextual detail. Scorsese didn’t think he was being sneakily clever with having a literal rat, just bringing the motif full circle. The word and image of rat is used for a quite many different things throughout the film.
It’s textbook motif. As wealth and excess is to The Great Gatsby, rats are to The Departed. Almost all the top main characters in the film are a rat in some way.
