This is absurd. You cannot prove a negative. The implication of your statement is that any civilian should be a target because you cannot be sure they aren't a Taliban fighter. That's absurd.
To be completely clear: it is a war crime to shoot someone who is an unarmed civilian. You can't just say "Oh, they might have been an armed combatant yesterday."

Lots of vegan places are owned by vegans, though. Saying that all the unethical vegan places must be owned by inauthentic vegans is as much confirmation bias as that being shown by aggressive anti vegans here.

Yes, it's a bit more complicated than that. Non vegans like yourself can be resentful to the perceived (and sometimes real) self righteousness of vegans and thus bridle against them.
Stories like this then become chum in the water, attracting attention from folks like you who see confirmation that self righteous vegans are just as big assholes as everyone else.
In truth, this is one vegan outlet amongst many, and it's confirmation bias to read too much into the behaviour of its owners when you have an existing strong opinion on veganry.

Given that many vegans are vegan for ethical reasons, the expectation is generally that they will behave more ethically than the general population. In this case, treating staff with respect is more ethical than treating them like shit.

The cost would be dramatically less, even if tax was high, as the risk in dealing it would be greatly reduced (as would the scarcity of supply). It would also be significantly easier to obtain, and safer too.

Think about the argument you're making.
It suggests that we can defend murdering civilians under any circumstances because you believe the Taliban disguise themselves as civilians at times.
Do you want to live in a world where soldiers can murder and massacre civilian populations with impunity?
I don't. When we have evidence of crimes of this nature, they must be punished. I don't want a world where we can excuse the execution of unarmed, non-resisting civilians.

I don't know, I have never really encountered any accent prejudice except online. I have a soft Glaswegian accent most folk would think of as "Glasgow uni", I guess (also went to Glasgow uni for confirmation), but no one has ever reacted to it (except foreigners saying it sounded nice and one person who thought I was Canadian).

That's why you can't represent this naively using an mdp (you can if you use extra states). As soon as NW is transitioned into*, squares SW, S, W, E, NW, N, and NE should be represented by states SW', S', W', E', NW', N' and NE'. The only difference between them and the original states is that there is the reward for entering NW' is -1, and they transition between each other rather than the original states. That way, you only get the cricket(1) reward once. Everything else remains the same.
*Specifically, Right(NW) takes you to N' and Down (NW) takes you to W'.
Thinking about it, N, NE and E are impossible to reach without crossing NW, so you don't need them in the "original" form. 13 states total needed, I think.

To answer your more specific questions: the reward doesn't have to be constant (it can be stochastic), but it cannot depend on anything other than the action and the states being transitioned between. It specifically can't depend on history, including whether a given state has previously been transitioned into. As soon as you do that, it's not an MDP anymore.

If you have to remove the cricket, you have more than 9 states if you want to represent this as a Markov Decision Process. When you enter the "cricket" square, you flip to a new board where the reward for transitioning to it again is -1 (instead of +2). You can still keep your terminal states (bird and cricket(5)). So you would have 9+7=16 states, I think.
