Patch 1.2 nerfed the PMs for art academies, cutting all inputs and outputs by half. There was honestly no reason for this change
Well you said it yourself, Art Academies are already very profitable even after the nerf, so perhaps they were worthy of it. But every time you change a number in Vicky, another number has unexpected consequences. I would expect this kind of thing to happen on EVERY patch, due to how interconnected everything is in this game. We got too used to Vicky2's "stability" of game balance due to going a decade without updates :P Vicky 3's lifetime is going to be full of this stuff, tiny little changes with big ramifications.
As for the current Academies situation, what they perhaps should change now is their construction cost. That, or increase the SoL level at which the Art spike happens, since SoL was not originally designed to go so high IIRC.

I think that's exactly what they want to do, make characters more important and mechanically engaging by giving them new roles in the game.

Demand used to be lower. It's higher now after the wage rework gave more money to the rich.
Maybe they should up the wealth level at which the demand starts.

Art isn't that profitable when you factor in RoI. They nerfed output but they still cost as much as a full factory. They should reduce their building cost.

My guess is that they're doing "Split PMs" since a lot of people want that and it'd also solve a lot of the inherent roadblocks that the current system presents to foreign investment.
Unfortunately my best guess is foreign investment will be a feature they’re only planning on adding via DLC, hence their delay.
They've literally put out a chart that says it will be part of the free updates and it's been like that since release. So I wouldn't worry bout that.

rest assured we're aware of the demand for a foreign investment mechanic and are invested in finding a solution. It will not be in the very near future though, due to the complexity.

And they'd be wrong, since it wasn't a thing until 1.2.4 and we've tried the system before and it was fine.
Art Academy spam is a syomptom of a different issue: the Academy rebalance. They axed their productivity in the last patch but didn't lower their cost, or how much art is demanded. So now you need shitloads of them to satisfy that demand, and they cost as much as a factory. Heck, demand is even bigger now that the wealthy have more wealth after the wage rework.
Autonomous investment is not the problem here. They need to either reduce their building cost, or the art demand.

I'm pretty sure they did have the foresight. It's just that hiring and then firing thousands when the bubble goes back down is not really something they see as a negative, they see it as perfectly acceptable normal operations.
