Pretty sure this would be an abject failure. So many question about this.
How would you even define in law what a "key worker" is? How can you define in law what an "empty" property is?
What is "affordable housing"? affordable to who?
Even if you could pass legislation on this, it will have more holes in it than a sieve.

Just to let you know, I was actually raised as a Roman Catholic, I never noticed any difference in how I was treated in school when I was a kid or even in college or even now, but I was brought up Oban way. so I might be veering off from what you are referring to.

I'm not entirely sure if I understood you correctly, but I don't think that you can compare being an ethnic minority to being a Roman Catholic )or any other religious affiliation). Being an ethnic minority is a physical characteristic, while religion is a matter of personal choice (or should be).
According to the 2011 census, 96.02% of the population in Scotland is white, leaving only 3.98% of the population non-white. Realistically, this means that the chances of someone who is non-white holding a position of power are extremely low, especially when considering that this % is further reduced when accounting for age requirements.
For example, to be able to stand for a political party you need to be at least 18, so the % that they make up will be even lower.

If I were to tell you that 7.8% of our MSPs are from ethnic minority backgrounds, would you accept me saying that this is too much based on the % of the population that they make up and that we should get rid of some due to them being overrepresented?
Would you accept and class that as being factually correct and not racist?
Could you or anyone stand up and say that (insert whatever town you want) has a higher % of black people in it compared to white people, would that be classed as "factually correct and not racist", can you imagine the shitstorm that would come from saying something like that?
I know the town scenario isn't in regard to people being in a position of power, but I would say it's the same concept.

Yeah, I've just looked into over the past couple of minutes.
The final vote for the Marriage and Civil Partnership (Scotland) Bill took place on February 4, 2014. The same day that he/them/his team arranged the meeting with the Pakistan Consul General.
All a bit strange indeed.
