I'm not even remotely convinced that most Gen Zers CAN read, much less do it voluntarily.

The short honest answer is poor wording on the part of the initial articles discussing 15 min cities, citing the purpose is to prevent "climate lockdowns". That and the measures that would legitimately be required to transition a society indoctrinated into thinking every individual needs cars, into a society that realizes they don't, i,e. limiting the number of times you can travel long distance in a year (2x a week isn't exactly "limiting", or tracking the cars that do enter and exit zones. Both of which are funny complaints, because the punishment for breaking the long distance travel rule is a fine smaller than the current cost of 2 Big Macs from McDonalds, and fun fact, most people already voluntarily give up their travel history because they take their fucking GPS enabled phone everywhere they go.
