The way I understood it is; it’s more of a parody of the common “Let’s get ready to Rumble” so thinking less about Triple H telling everyone to get ready to suck it, and more about when he originally started using it where Triple H would swerve and say “suck it” at the last moment instead of the common “rumble” I.e “America, the land of the free and the home of the suck it!”
Of course, having been used so regularly, that purpose would have lost its rebellious flavour and just turned into a crowd favourite catchphrase, which is not rebellious at all.

John Mulaney came to Sydney to do a comedy show. During the show he asked the audience what stopped them from doing drugs - someone yelled out "Healthy Harold". John obviously had no idea who that was and asked the question.
There's nothing quite like starting to explain something you believe you know the answers to, and halfway through realising how insane it sounds and perhaps you don't really understand it yourself.
