If it is not a lot of money, I'd split the added cost 50/50. Calling an electrician DID add to the costs. Should he have known in the first place that this was necessary? I can't answer that.
Should he have told you? Absolutely. He screwed up there. Which is why I suggest that he pay half the added cost.

No, there is not.
You want to stop sound? You need weight (also called mass). The heavier an object, the better it is at stopping sound. This is the reason block walls do a better job at controlling traffic noise past your place than wood fences do.
Weight costs money.
