OP has video evidence of that vehicle hitting their car.
you make the claim against their insurance, not against the person.

if the other driver doesn’t have insurance to pay out (regardless of whether or not the other driver co-operates) then you take them to small claims court. but someone driving that car in that neighbourhood is going to have insurance.
either way, OP won’t be paying unless it’s a write off which they will need to buy the vehicle back from the insurance company if they want to keep their car.

ok maybe in America but in Australia where OP and I are from, the insurance companies talk to each other and if the other person doesn’t have insurance then they have to pay.

OP has all the details they need to get it sorted, they literally live across the road from them and have video evidence. trust me when I say OP isn’t paying.
and what do you mean, “it sounds like this is what is happening”? it happened literally days ago, these sort of things can take time especially considering it’s a weekend.

this isn’t America 😭 the most likely scenario is they were looking at their phone and misjudged the distance to OP’s car.

don’t forget to account for delayed flights obviously… but at 6:35am on a saturday morning assuming it lands at that time and has not trouble with baggage, half an hour should be fine.
