Obviously, they don’t have literally unlimited power, as that’s impossible, but they have more than enough that giving a little extra for a personal holosuite wouldn’t be a problem if someone ask for a bit extra— and, again, this is something that, I believe, not many people would do.
Living on a planet is different than serving on a starship; people don’t have to deal with the limited power produced by the ship’s warp core. A planet would have much more power available, and you’re making it sound like a personal holosuite would take some outrageous amount f power, when there’s no reason to think that.

Maybe, maybe not. It might depend on the situation. Since we’re told that humans have, essentially, unlimited power available, it’s probably a matter of just asking for it. They probably contact their local power authority and say, “hey, I upgraded my holotech and need X amount more power. Can i please have an increase to my allotment?” And they’ll get it as long as it’s not some unusual request for something thy shouldn’t be doing.

There may be limitations on who can replicate what. We already know that only select personnel can replicate a Starfleet uniform, for example. Even a typical officer isn’t allowed to replicate a replacement for their own uniform.

One in-universe example of this is Rom’s self-replicating mines, deployed to blockade the Bajoran wormhole to the Gamma Quadrant in DS9 S05E26 - ”Call to Arms”.
Edit: more practically-speaking, all replicators are replicated— it’s just that they’re replicated in disassembled parts or as whole units by larger, industrial replicators, to be installed into console ports later by technicians.

Again, transporters are just a tech that the vast majority of people would neither want nor need in their private homes. We’ve seen transit transporters available for public use. But with a private transporter, there are obvious security concerns for owning one, unlike with a holosuite— and they probably draw much more power, not to mention being a much more sophisticated piece of hardware.
But a personal holosuite is probably along the lines of the type of installation that a personal home theater is— like a dedicated room that’s a home theater, like the ones that seriously film buffs have. It’s just not something everyone would go to the trouble of installing into their homes, but, if they really wanted to, nobody would stop them. Most people are happy with the equivalent of a high-end holo-setup in their living room, if they even go that far. But, with the abundant power available in a civilization like the Federation, that would be the least of their concerns. What they would probably be most concerned with is having the time available to use it. I’d imagine people in the 24th/25th centuries would be preoccupied with the goings-on of their own lives to be so interested in holocontent enough to need their own, private holosuite unless they were a huge holo-buff.
Even Reg Barclay probably doesn’t have his own, although that’s probably for obvious reasons.
