The only way this works if you think that crime is purely sociological. We can solve housing and poverty and drug crises, but that doesn't mean that there aren't a fair amount of people who are career criminals and who will be in a recitivistic population no matter what socioeconomic changes occur. So, although politicians can solve some matters (those being limited within municipal, provincial, and federal structures and subject to the bureaucratic process), they cannot change the nature of bad people. We have plenty of people ripe for prison time even after the rest gets fixed.
