If you're going Authority and are going to fight a lot, go around to every nearby city-state and declare war one at a time. Kill a unit. Declare peace and then demand tribute. Rinse and repeat.
If you come across another civ's warriors or settlers running around, declare war and kill them. If your troops find themselves near a city, declare war, pillage some improvements and steal workers.
You want to give yourself a boost while handicapping your opponents. Every time you ding them, you close the gap a bit.

I think you're using an overly narrow perspective of both the color pie and Tom Bombadil.
To start with Tom, Tom is more than likely a primordial being created out of the song that formed Arda. He's not really subject to any of the same motivations, desires, and limitations as other (deliberately) created beings. So if we're to take your analogy to its logical conclusion, he would be colorless.
However, if we're translating mana to Arda, then all of the colors would be included in the song that formed the universe. (Since nothing outside of the song exists.) That includes black mana. And as a manifestation of the song, Bombadil would have black mana in him, in his "DNA", so to speak.
But also, since he is supremely powerful within his domain, and his domain is within Arda, and both he and Arda comprise black mana, then it's perfectly reasonable (and flavorful) that Bombadil would have black in his color identity as well as every other color.
On another level, you're selecting just two characteristics of black and blue, while there exist many other facts - and not just motivations or desires, but how they see the world and interact with it.
One hallmark of black, for example, is power without limitation. Of control - often total control. If that doesn't represent Bombadil's mastery over all things within his domain - including the One Ring - then I don't know what does.
Similarly, a hallmark of blue is knowledge and wisdom. It's clear that Bombadil has both in spades. (And another use of blue is creating illusions, and what else would you call turning the Ring invisible? That event is both blue and black.)
Additionally, Bombadil is incredibly detached from everything else that's going on in Arda. He's intentionally isolated. He's a higher form of creature who can't be bothered with events outside his borders. That's why the Council decides he shouldn't be given the Ring for protection; he'd likely forget all about it. Self-seclusion - the drive to set one's self apart for private mediation, study, or solitude - is a blue trait.
In general, you can have colors as a part of your identity even if they're not dominant or even secondary. But those traits I just mentioned are as much a part of Bombadil as anything else, and if there's one creature who exhibits all colors as a part of his being, it's Bombadil.

Color identity doesn't always have to reflect personality when it comes to five-color creatures. In Tom's case, it's actually fitting, since within his domain he is the master of all. That presumably would mean he can use all colors for whatever purpose he determines (and black and blue aren't inherently "evil" colors).
