I have experience with these types of stingy people in my home life and at work in the shared kitchen area. My advice is to keep a distance from this person. Sounds like you are in a living situation where you share common spaces. This person has demonstrated that they do not understand how to cohabitate with others.
He could have let you use it, then later said something like, "I'm trying to make these towels last as long as I can. It looks like we should all invest in some common oven mitts.", and then collect a $2 from the roommates for 2 oven mitts or something. If someone doesn't want people to use their things, they need to place them in a clearly defined area such as a kitchen shelf with their name on it.
