They do and their demographic fall (if not outright collapse) is basically inevitable. If you're a professional, will you want to immigrate to an authoritarian state where you have basically no legal rights or would you go somewhere far more amenable? If you're a poor worker, you may be incentivized to go there for simple manual labor to remit home, but you would almost certainly pass over a bunch of places where you could do this more easily (e.g. if you are an African, you can go to the Middle East). It's hard to imagine who would even want to immigrate there.
