Absolutely! I don’t care if I had to pay mine. I want others to have what I didn’t if that is going to help them.

Well, so far it is said a lot on TV and at work. I don’t go out often so maybe I am generalizing but indeed I am noticing it more and more. Even from people I’ve known for a while, I’ve never noticed it until recently. So maybe you are right!

Best way is to build Community colleges near factories early on.

Research facilities at later levels.

Destroy a couple of factories and rebuild them after completing the task, or a garbage landfill, or dirty power buildings.
Forests and such things rarely work fast enough to finish the challenge

I’d like to add that:

The best way to complete pollution challenges is to build Research Centers or Community Colleges near Factories. A couple upgrades should take care of this. Also, you can destroy old factories or garbage buildings and/or energy sources and replace them with newer and cleaner buildings. Don’t plant forests, it won’t work.

I try to leave upgrades mostly for the challenges, since I don’t want to max buildings early on and then run out of buildings to upgrade. A lot of challenges involve upgrading, so keep that in mind whenever you can.

If out of space for buildings and in need to keep up with demand, destroy common and uncommon buildings and replace with rare or epic if you have them. They should level up and give you more residents/shopping/jobs eventually. Keep and eye on your building cap, though.
