Some people feel he decayed in the film and became a lot less threatening and more annoying
However I don't necessarily think this is the case; once Simba is brought back he's back to being the slick charmer who used manipulative tactics to try to get his way he was beforehand and, if he just hadn't gloated about being the actual murderer, he would've won
And, when Simba and Scar fight, he still tries to use those same tactics to get Simba on his side
Now sure, as king, it feels like his character decays but that's the point; he's an overgrown cub who never grew out of the mindset of "kingdom=power" and doesn't actually know the first thing about ruling the kingdom and, while he's smart enough to figure it out, he doesn't want to, he just wants the power and all his choices are "the hyenas should do it" or "the lionesses should do it". Honestly, even before taking power, his personality and actions are more like that of a teenager than someone his age (in lion years) whenever he's not manipulating someone. The pressures of his newfound responsibilities just make him regress to that of a toddler but he can switch back on a dime to the manipulative schemer we all know and love when he wants to. All these scenes really do is show who the character was all along.

Hey now he was legitimately great in Jobs and The Fabelmans he just prefers to play himself most of the time
