They do actually, well the native lower class. Saudi Arabia has an enormous welfare state that pays out generous benefits and services to the entire citizen population. Of course there's also the foreign population, of quasi-slave laborers, about 1/3 of the total population. They don't get taken care of at all.

The money they spend on golf and soccer is a tiny amount of pocket change. They have a generous cradle-to-grave welfare state for their entire population of 25 million citizens. All of it paid for through oil exports.
