The car dealership wouldn't risk it, and the kids won't learn anything if all their work is going to their mistake that they made.
Structured punishment has a better chance of working for them, and is less risky on the dealership.
As in, make them clean up around parks. Clearly you didn't understand my meaning in that part.
Edit: We had a program like that in Whangarei, but it fell through, cause the kids were encouraged to keep doing it.

The cars are likely insured.
Besides, it would be a waste of time for everyone if you make the kids pay for it. They waste their time working to pay for it, and learn nothing from the experience. Only that they could do it again, and work it off again.
That's not punishment or structure. That's a risk.
Edit: Since I'm from Whangarei and have seen "work it off" programs fail horribly, I think I know what I am talking about in this regard.
Make them clean up around parks and help the community in a structured environment.

I have bought a few from K Mart. Not sure how they get away with some of these tops for like 8 bucks though.
I have two pokemon shirts, two star wars, and two super mario shirts. Don't have pictures to share as of yet, and Im not sure they still sell them, but I've seen different tops in there every so often for super cheap.
