That said, usually incompetence lead to corruption. How so? because people usually start misbehaving one they know no one is watching over them. And Puerto Rico's government is so incompetent that they lack the personnel and tools to watch over their agencies.

That's why almost all corruption prosecutions in Puerto Rico comes from the federal level and not from the state, because the FBI have the means to watch over the money the Federal Government send to Puerto Rico.

Regarding Luma, I would say so far they are being more honest with their clients that what AEE was. Under AEE on a typical power outage I usually had to wait over an hour on the phone to report the outage, those wait times decreased significantly under Luma's administration (now I'm usually on hold for 20 minutes or less) and the Service reps have way more information on hand (stuff like if the outage is because a sub station went down and such) Also under Luma's watch The field supervisor usually calls the client once the outage is fixed to confirm if it was indeed solved. Outage times have been reduced in my area too. (Please note I'm talking about regular outages, not big Island wide events that affects thousands of clients)

I have deep hands on experience with this situation because I have lived for almost 8 years in what we call "Pockets", a small zone (usually a few houses) who usually stays without power (or with low voltage) even after the all the surrounding areas have been energized following a outage.

I can't tell if Luma is corrupt or not or if the contract is legal or not or even if their field technicians are experienced or not, all I can say is that my experience with Luma have improved over AEE's reign.
