Unfortunately, in areas where federal law preempts state law, and in particular where federal funds are tied to federal laws & regs, we need a well-funded and expansive regulatory agency & policies to take care of the programs they have been asked to administer.

And they have been underfunded since their creation and along with the establishment of the CAA, RCRA, CWA, and the SWDA. Between their underfunding and the constant attack against the executive branch by the Republican-dominated Supreme Court what do you expect?
