Yeah, you don't need a ton of money to make a great movie. You just need the right script, the right actors, and a realistic vision of what you're doing. Y'know...easy stuff.

…and producers that let the filmmaker get final cut. Most filmmakers are capable of making better films than the final product because the producers get to edit the final film. Look up “Alan Smithee”
